Due to a clause in his contract, the 29-year-old midfielder is free to talk to interested clubs because of Falkirk’s relegation, despite having one year left on his deal.
Falkirk boss Steven Pressley is keen to keep the player at Westfield for their first division campaign but it looks like he is heading to Easter Road.
Hibernian-Mad understand that a two-year-deal is on the table, and that O’Brien is keen to sign, despite interest from England.
The former Blackburn Rovers, St Mirren, Livingston and Sheffield Wednesday midfielder would be Hughes’ third signing from his former club, having already landed Kevin McBride and Patrick Cregg last summer.
